A parish finance council is required by canon law. The functions of the Finance Council include:
advising the pastor on any major commitment of funds or parish/ministry resources before permission is requested of the diocese
taking an active role in the preparation of the parish budget and its execution
assisting in establishing cash management and internal control procedures for all funds
informing the pastor and/or diocese directly of its knowledge of any allegations of fraud or suspected fraud affecting the parish
ensuring that the parish complies with applicable laws and regulations
approving the year-end financial report submitted to the diocese
submitting the Annual Finance Council Report
